How Irish public bodies buy remanufactured laptops through the OGP framework

Public bodies in Ireland can buy remanufactured laptops through a national public procurement framework. GreenIT won that framework from the Office of Government Procurement (OGP) in June 2024. It is worth up to €30 million, and it was the first framework of its kind in the EU. This post sets out what the framework is for, what three public bodies did with it, and how to buy through it.
What the framework is for
Until this framework there was no national framework for buying remanufactured laptops in Ireland, so a public body wanting to cut the cost and carbon of its laptop estate had no ready-made procurement route for them. The framework is that route. The laptops supplied under it are BSI Kitemark remanufactured laptops, through GreenIT's partnership with Circular Computing.

Three public bodies that made the switch
Cavan County Council
The council needed EPEAT Gold-rated notebooks on Windows 11 Pro that matched new on quality and warranty cover, to advance its Climate Action Implementation Plan. Its case study records a 3% failure rate for the remanufactured laptops, against 17% for brand new. Remanufactured now makes up 30% of the council's 2025 notebook purchases, and the council is testing larger screens for a wider rollout.
The Pensions Authority
The regulator for Irish pension schemes wanted its IT buying to support the Buying Greener Green Public Procurement Strategy without dropping specification. It bought remanufactured HP EliteBook 840 G7 notebooks on Windows 11 Pro through the OGP framework. Its IT Infrastructure Manager rated warranty, delivery and service equal to or better than its previous suppliers of new devices, and the case study records significant savings against new.
Tourism Ireland
Under its ICT Sustainability Plan, Tourism Ireland set out to cut the carbon in its notebook estate. It chose remanufactured HP EliteBook 840 G7 notebooks on Windows 11 Pro with a five-year warranty, and its case study records a saving of around 30% against its previous procurement of new devices.

How to buy through the framework
Buying through the framework is different from an ordinary quote. Public bodies buy through our OGP portal, portal.greenit.ie, or through their GreenIT account manager, and we need a completed NAGSF form before we can quote, or before you can see the available devices on the portal.
- Request your NAGSF form on our OGP portal. It registers your organisation's interest in buying through the framework.
- Return it completed. You can then view the available devices on the portal, and we can quote.
- Tell us what you need: who you are buying for, how many laptops and roughly when, the specification or the job they have to do, and where they are going.
- Buy through the portal, or through your GreenIT account manager.
If you are also retiring the laptops you are replacing, say so when you tell us what you need.
Who supplies them
